Brighthouse Monopoly - No Competition - BrightHouse Network

I am fed up with the slow speeds offered by Brighthouse and the rip off to buy faster speeds. Our location in FLORIDA, MELBOURNE BEACH, does not have any competitor in the cable modem industry because BH has the franchise to provide services here.
What good is competition if it is not available? BH can drive the price up and have no fear of customers switching to another provider.
On review of the top providers for 2015, BH does not even list in the top 20 - yet this is all I have to choose from.
Please someone tell me how I can complain to the FCC or some regulatory organization to allow competition and hence force BH to become more competitive or suffer loss of customers.
My alternative is At&T and they are just as bad. Where is the free market system when you need it - feeling absolutely ripped off.
