Paid my bills and still being charged extra - Cable and internet service

I have had service sing 8-2014. I was paying around 114 a month after the promotion my bill jumped to 180. I called and was told I could be on another promotion of 129 I continued to pay 180 which should have given me a credit. I called and spoke with a gentleman and he looked into my account and agreed. Now all of a sudden in a matter of a month I am in the negative 630.00. I didn't have service for 4 days because of lightning and my phone hasn't work in over 3 weeks. I paid 3 times in January. Whoever handles the billing accounts obviously doesn't know how to do there job.
